Job Description

The opportunity

The Transnational Crime Adviser will work as part of the MAP SU Transnational Crime (TNC) team to provide technical advice that reflects international best practice across all levels of program implementation. This includes working with Australian Government Agencies (AGAs) to guide activity design, planning and reporting; liaising with regional DFAT partners including GITOC and other DFAT funded programs in the region; understanding and tracking TNC trends and Mekong government responses; and identifying and where appropriate, encouraging opportunities to facilitate regional responses to TNC threats.

This role will coordinate different actors and stakeholders to support effective Monitoring, Evaluation and Learning (MEL) aligned with existing SU tools and processes, linking with End-of-Program Outcomes (EOPOs) and Intermediate Outcomes (IOs), and will prioritise gender equality, disability and social inclusion (GEDSI) by mainstreaming across operations and all activities.

Your Role:

  • Manage and support delivery of services in country to deliver commitments of the Annual Work Plan and Budget, with a focus on value for money, quality, reliability and responsiveness.
  • Work closely with DFAT posts and Australian Government Agencies (AGAs) to facilitate program delivery in country and by establishing trust and maintaining confidence in enabling services.
  • Support AGAs with knowledge of the political and operational environment in Vietnam to effectively deliver their activities, aligned to Government regulations, policies, and protocols.
  • Actively engage and contrubute to the delivery of the TNC Annual Work Plan (as part of the Support Unit Annual Work Plan and Budget) including, if required, facilitation of engagements with local stakeholders to drive evidence-based planning and adaption.
  • Actively promote strong risk awareness relevant to the Support Unit broadly, and TNC specifically, and contribute to maintaining and updating the TNC Risk Register and development of activity level risk assessments. Identify and report actual or potential or real risks to the Team Leader.

Your experience includes producing high-quality, analytical reports tailored for clients, demonstrating strong analytical and communication skills. With effective interpersonal abilities, you excel at building trust and influencing others. Additionally, you possess a deep understanding of the political economy and government systems in Southeast Asia, positioning you as a knowledgeable and strategic contributor in regional development and governance initiatives.

You will possess:

  • Provide technical advice and support to Australian Government Agencies (AGAs) and the MAP SU regarding activity planning and reporting, aligned to emerging TNC threats, partner priorities, and international best practice.
  • Liaise with key actors and partners of MAP SU across the Mekong region to track and monitor emerging TNC trends, threats and priorities; linking in with MAP SU and stakeholder outputs, including reporting, thematic forums, and briefings.
  • Regularly track and conduct gap analysis to support MAP SU and DFAT to identify opportunities for Australia to support international coordination efforts on combatting TNC in the region; and ensure funded activities are not duplicating efforts.
