Job Title: Audio Visual Products (AVP) Service Provider
Position Type: Consultant
Duration/Level of Effort: Short Term - 21 days
Position Location: Philippines

1. BACKGROUND

The DFAT (Department of Foreign Affairs and Trade) Social Protection, Inclusion and Gender equality (SPRING) program is Australia’s flagship investment of support to the Philippine Government on Social Protection, Gender Equality, Disability, Social Inclusion and Indigenous Inclusion. It is an AUD 40 million investment over 5 years that will support the joint development partnership plan (DPP) between the Government of Australia and the Philippine Government. The investment is DFAT’s primary avenue in the Philippines for supporting poverty reduction and bilateral funding on gender equality and social inclusion at the national level and with some select Local Government Units (LGUs). SPRING supports efforts under Australia’s new International Development Policy and DFAT’s forthcoming new strategies on gender equality, disability equity and rights, and translate these into implementation in the Philippines.    

The intended goal of SPRING is to contribute to the goal that the Social and economic transformation in the Philippines reduces poverty and provides equal opportunities to all Filipinos in line with the Philippines Development Plan.

The objective of SPRING is that Australia works in partnership with the Philippine Government to improve systems and structures that reduce poverty and inequality and advance gender equality and the rights of people with disabilities (PWDs).  

SPRING has four mutually reinforcing End of Program Outcomes (EOPOs):  

Philippine Government social protection plans, policies and programs increasingly close gaps in the social protection floor. 

  • The Department of Social Welfare and Development (DSWD) and select LGU systems increasingly deliver quality social protection that is inclusive, gender and shock responsive, and climate sensitive.  
  • The Philippine Government increasingly invests in gender responsive policies, plans, programs and systems. 
  • The Philippine Government improves data, systems and targeting to enable people with disability and Indigenous Peoples improved access to targeted services. 

2. Objective or Assignment Purpose

SPRING works with the Department of Interior and Local Government (DILG) and the Philippine Commission on Women (PCW) to improve the mainstreaming of gender into social protection systems strengthening. The Joint Memorandum Circular (JMC) 2024-01 on the Localization of the Magna Carta of Women guides local government units in implementing the Magna Carta of Women, ensuring that gender equality principles are integrated into local policies and programs. It emphasizes the need for local authorities to take concrete actions in promoting women’s rights, addressing gender-based violence, and empowering women in their communities.

To effectively implement this policy, SPRING supports the DILG and PCW in the production of 3 audiovisual products (AVPs) related to the JMC. The AVPs will be used as orientation materials of DILG and PCW to build the capacity of subnational LGUs at the provincial, city, and municipal levels and relevant technical staff on Gender and Development (GAD) budgeting as well as inform the public about the new process and its benefits to the community. The AVPs will support the efforts of DILG and PCW in integrating the localization of GAD mainstreaming, strengthening LGUs’ oversight functions, and harmonizing local GAD plans.  

A service provider is needed to carry out the task with requirement for specialized expertise in multimedia production, ensuring high-quality outputs are delivered efficiently within tight deadlines.

3. Service or Material/Goods Required

This post is open to individuals and/or organizations with permit to work in the Philippines or Philippine Nationals. The service provider, who will produce 3 AVPs communicating relevant information about the JMC for diverse audience, must have the following qualifications:

Education

  • Graduate of communications, visual arts, or other related fields. fields

Minimum Experience

  • At least 5 years of experience in audiovisual production, particularly in creating educational and advocacy materials.
  • Previous experience in working with donor-funded programs or producing edutainment AVPs is an asset.

Key Abilities

  • Highly experienced in video editing software, graphic design software, and other relevant tools for graphics design, layout, photo editing, and video editing.
  • Creative and innovative in producing engaging content and presenting technical information to diverse audiences.
  • Promoting Gender Equality, Disability, and Social Inclusion (GEDSI) is a key focus of SPRING. Applicants with knowledge or experience in GEDSI issues will be highly regarded by the selection panel.

4. Specific Task and Responsibility (for services)

The service provider must perform the following key responsibilities:

  • Pre-production:
    • Research on the JMC and its implications on the LGU development planning, specifically the GAD planning policies procedures.
      • For reference, see “GAD Planning and Budgeting for Local Government Units” (Youtube) and the JMC 2024-01 or the “Revised Guidelines on the Localization of the Magna Carta of Women” (PCW website).
    • Consult with key stakeholders (i.e., DILG, PCW, and SPRING Program team)
    • Develop storyboard with script, highlighting the key aspects of the JMC, incorporating relevant information, visuals and messaging for each target audience, and ensuring the client’s branding.
  • Production:
    • Develop the 3 AVPs (in full motion graphics animation) following the specifications agreed with the client.
    • Coordinate with the stakeholders for visual support (videos and photos) production permits, capturing footage, and voice recording (if applicable).
    • Ensure a ‘do no harm’ approach to the AVP production process.
  • Post-production:
    • Complete all editing activities necessary for AVP production.
    • Provide additional visual support and other necessary audiovisual elements.
    • Ensure all AVP elements are finalized based on the comments and input of client.
    • Submit the final outputs (together with the master file):
      • 5-minute AVP for the technical staff who will review the GAD budget plan
      • 2-minute AVP for the local chief executives, as part of the NEO program
      • 1-minute AVP for the public

5. Detailed Specifications of Equipment and Material (for goods)

To deliver the outputs, the service provider must possess all the required tools, software, and equipment needed to produce the AVPs.

6. Deliverable and Final Product

The service provider shall submit the listed deliverables, following the specified submission schedule:

 7. Timeline

The AVPs are expected to be delivered by mid-August 2025. Please see the schedule of deliverable submission above.

8. Criteria for Proposal Selection

Proposals will be evaluated based on the following criteria:

  1. Technical Expertise and Experience (35%)
  • Demonstrated experience in multimedia production, particularly in creating professional, high-quality AVPs.
  • Portfolio showcasing similar projects completed in the past five years.
  • Experience working with organizations in the development, education, social protection or advocacy sectors is an advantage.
  1. Quality of Proposal, Concept Note, and Work Plan (45%)
  • Clarity and feasibility of the proposed methodology for video development.
  • Creativity and relevance of the proposed concepts or storyboards (if provided).
  • Realistic and efficient work plan, including timelines and deliverables.
  • Completeness of the proposal and adherence to the requirements outlined in the Terms of Reference
  1. Cost-Effectiveness (Value for Money) (20%)
  • Reasonable and competitive budget aligned with the scope of work.
  • Clear breakdown of costs, if applicable.
    The financial proposal should have a breakdown of charges or production costs (including taxes), noting that SPRING Program is VAT-Exempt. 

The proposed payment scheme will be billed upon the completion of the following milestones:

Milestone/Payment

Upon submission of notes on the research on the JMC and consultation with the stakeholders = 10%

Upon submission of storyboard with script = 10%

Upon submission of first draft of the AVPs = 25%

Upon submission of 2nd draft of the AVPs = 25%

Upon submission of final and approved AVPs = 30%
