SUMMARY OF THE PROJECT
The Southeast Asia Gender-Based Violence (GBV) Prevention Platform is a pivotal initiative supported by a AUD20 million investment from the Australian Government over five years (2024 to 2029). The Platform aims to enhance GBV prevention efforts across Southeast Asia by fostering collaboration among governments, civil society organisations, international bodies, and other stakeholders. We are guided by the principles of being locally driven, evidence-based, inclusive and diverse, survivor-centred and trauma informed, adaptable, collaborative, minimising harm, accessible and innovative. We seek to build capacity, amplify evidence, and innovate in the prevention of GBV.    


SUMMARY OF THE POSITION
Based in Bangkok and reporting to the Senior Finance and Compliance Officer and working closely with Partnerships Manager, the Grants Officer is responsible for providing financial management advice, grant reporting, grants processing, and providing technical assistance to Platform partners in an effective and efficient manner in accordance with the procedures and guidelines laid out in the Platform Grant Management Manual and Operations Manual.


KEY RESPONSIBILITIES

Grant administration and financial management
Support the development of the Platform Grants Management system including procedures and management protocols.

  • Support the development of partnership agreement templates for the different types and sizes of partnership grants from a financial management perspective.
  • Review applications from financial perspective to support shortlisting processes for open calls.
  • Participate in due diligence processes, providing advice on financial considerations.
  • Liaise regularly with the Partnerships Manager to share the financial progress and risks associated with each grant.
  • Review partnership agreements with focus on the financial aspects including disbursement plans.
  • Maintain a schedule of grant disbursements.
  • Prepare payment documents related to tranches and core funding payments
  • Efficiently disburse grant tranches in a timely manner.
  • Support logistics and administration of co-creation processes between grantee partners and Pillar leads.
  • Lead day-to-day financial management of grants, keeping the Partnerships Manager abreast of any new or emerging risks related to grants.
  • Coordinate closely with the procurement officer to ensure that any grant-related procurement execution meet compliance standards. Liaise with partners to collect and collate regular financial data.
  • Monitor, track and verify all Partner financial reports and acquittals. Ensure all financial records and reports are updated in the Management Information System (MIS) in a timely manner.
  • File all grant partner documents both softcopy and hardcopy in the correct archives.
  • Conduct training for partners related to the Partner Financial Reporting and Platform Grants Management Manual.
  • Support the financial close-out of grants, including all final financial reporting requirements and celebrating the partner’s achievements.
  • Support financial compliance checks and ensure adherence to Cowater and DFAT policies.
  • Assist with preparation for audits and respond to audit findings related to grant disbursements.
  • Promote anti-fraud, transparency, and accountability measures in grant operations.

Planning and reporting

  • Support the partnership team, and others to track activities and budgets; and provide support related to resource allocation/reallocation, activity spending, budget vs actual and grants tracking.
  • Provide the Partnerships and MEL team with financial and budget analysis on progress to date, including assessing risks such as checking results of grant partner audits, checking compliance with Platform financial guidelines and Partner SOPs and advise teams on areas of risk.
  • Contribute to regular Platform financial reporting.

Qualifications and Competencies:

  • Bachelor’s degree in accounting, Financial Management or a related field.
  • Minimum 5 years of work experience in a similar field.
  • Experience managing partnerships and/or grants with diverse organisations. 
  • Experience working in development sector particularly donor-funded programs. Experience working on DFAT-funded programs a distinct advantage.
  • Experience liaising with donors and applying donor policies and procedures to financial / grant management.
  • Strong judgment in assessing financial and operational risk.
  • Willingness to travel across Southeast Asia for monitoring and capacity-building purposes.
  • Strong computer skills and MS 365 ability particularly MS Word, PowerPoint, and Teams.
  • Demonstrated commitment to feminist principles, locally led development, and inclusive practices. 
  • Excellent interpersonal, writing, and coordination skills. 
  • Ability to work both independently and in a diverse and collaborative team environment.  
  • Proficiency in English and at least one Southeast Asian language, both written and oral.

Salary Information
This position offers a salary within the range of AUD 3,500 - AUD 4,500 per month, based on the successful candidate’s experience and qualifications.
