Job Description
AECOM has excellent career opportunities for a creative, highly talented and experienced Chief of Party (COP) for a U.S. Department of State-funded global infrastructure and investment activity. The project will provide infrastructure project design and delivery support as well as transaction advisory services for transportation, energy, digital and other infrastructure investments in strategic economic corridors.
The COP will be responsible for overall project leadership, management, and technical direction of the activity. The COP will guide day-to-day management and implementation to ensure timely, relevant, high-quality services of the contract.
This position will report to AECOM’s East Region-Water Business Line out of Chelmsford, MA, US and can be remote for qualified candidates in the Continental United States.
Responsibilities of this position include, but are not limited to:
- Supervise a multi-disciplinary team and provide leadership, technical direction, and deliver oversight to achieve project objectives and meet all contractual requirements.
- Manage overall technical teams in the development of technical deliverables related to infrastructure development to bring bankable projects to financial close.
- Ensure that management and operational systems are established and maintained, and adequate resources are available to meet requirements for cost, schedule and quality requirements.
- Effectively represent AECOM through communication and reporting to the U.S. Department of State technical and contract personnel.
- Identify issues and risks related to project implementation, provide mitigation strategies, and monitor through resolution.
- Monitor project financials to ensure compliance with AECOM requirements
- Ensure establishment of quality control processes in a consistent and transparent manner for all work activities and functions.
Minimum Requirements
- Bachelor’s degree in engineering, economics, project finance, international development, business administration, or related field plus ten years of relevant professional experience in infrastructure transaction advisory services and/or engineering planning and design including two years of leadership.
- U.S. Professional Engineer (PE) licensure.
Preferred Qualifications
- Minimum of ten (10) years of project management experience for projects of similar complexity, scope and budget, including concurrently overseeing multiple engineering and/or infrastructure projects overseas.
- Minimum of ten (10) years of experience of successful management and leadership of engineering or infrastructure transaction advisory projects including positions of significant responsibility for staffing and budgeting.
- Minimum of five (5) years of experience working in international development and federal contracting
- Strong communication, presentation and coordination capabilities to help convey activity progress to technical and non-technical stakeholders alike
- Master’s degree in related fields.
- Experience in the management of USG-funded programs and knowledge of USG contracting procedures and protocols.
