Job Description

Background 

The Asian Development Bank (ADB), in collaboration with the Government of Lao PDR, is implementing an impact evaluation of the Building Resilience and Reducing Rural Poverty Program (BRRRP). This evaluation will involve two survey rounds, baseline and midline, across approximately 6,000 households. The evaluation focuses on two interventions: a conditional cash transfer program and a poverty graduation approach. SoCha LLC, a global monitoring, evaluation, and learning firm, is bidding to serve as the lead implementing partner for this evaluation. SoCha will be responsible for coordinating all technical and operational aspects of the evaluation, including team recruitment, field logistics, and data management. 

To support data-driven evaluation efforts, three Lao-based Research Analysts will be recruited to contribute to data cleaning, analysis, visualization, and coordination throughout the assignment.  

Objectives of the Assignment 

The Research Analysts will contribute to technically sound, well-documented data processing and analysis in support of the BRRRP impact evaluation. They will play a critical role in ensuring high-quality data management and analysis aligned with international standards.

Scope of Work and Responsibilities 

  • Conduct detailed data cleaning, validation, and programming of survey datasets using Stata. 
  • Analyze primary and secondary data using non-experimental impact evaluation techniques (e.g., DiD, PSM, covariate matching). 
  • Produce well-structured statistical outputs, including graphs, tables, and visual summaries, in support of evaluation deliverables. 
  • Maintain thorough and transparent documentation of all code and analytical steps in line with reproducibility standards. 
  • Support preparation of technical annexes, background tables, and explanatory footnotes for inclusion in ADB reporting formats. 
  • Coordinate closely with survey design specialists and the Data Manager to ensure consistency between instrument structure, coding, and analysis. 
  • Assist with training sessions and field-pre-testing activities, as needed, to support effective survey implementation. 
  • Support the translation of technical content and internal communications between Lao and English, where relevant.

Qualifications and Experience 

  • Advanced degree (Master’s or higher) in evaluation, economics, statistics, development studies, public policy, or a related field. 
  • Minimum 3 years of proven experience working with primary and secondary data sources, including evaluation datasets from Lao PDR. 
  • Demonstrated experience using non-experimental evaluation methods to assess development programs, preferably in the fields of social protection or climate resilience. 
  • Strong technical capacity in Stata for data analysis, coding, and statistical modeling. 
  • Proven ability to design and conduct evaluation-related analysis using primary data. 
  • Excellent writing skills in English, including ability to document and explain analytical procedures clearly. 
  • Strong communication and coordination skills, including ability to work with multidisciplinary teams and under tight timelines.

Deliverables 

  • Cleaned and fully annotated baseline and midline datasets. 
  • Statistical outputs (tables, figures, graphs) for internal and external reporting. 
  • Documented Stata scripts and reproducible code for all cleaning and analysis steps. 
  • Contributions to evaluation reporting materials, including fieldwork summaries and analytical annexes. 

Reporting and Supervision 

The Research Analysts will report to the Research Coordinator / Data Manager and work under the technical supervision of the Survey and Data Specialist and Team Leader. They will coordinate closely with other team members to ensure alignment between instrument design, data collection, and analytical outputs.
