About the Project
Given Alinea’s global technical expertise in providing support services in various countries around the world, including in Vietnam, Alinea has been contracted by Global Affairs Canada (GAC) to provide administrative, financial and logistical services as well as the procurement of goods, services and technical specialists through the Field Support Services Project (FSSP) in Vietnam. The FSSP improves the efficiency of the work of the program and project stakeholders and the impact of Canada’s international assistance in Vietnam.

The Vietnam FSSP acts in alignment with Canada’s Official Development Assistance Accountability Act, which aims to comply with aid effectiveness principles and deliver aid that maximizes its impact on development and poverty reduction.  Further FSSP helps advance the implementation of GAC’s commitment to Canada’s Feminist International Assistance Policy. Canada’s Indo-Pacific Strategy offers programming opportunities in Vietnam for inclusive governance and environment and climate action programming.

As GAC is now working on new development project approvals and interpretation of new laws and reforms in Vietnam, the FSSP is looking for Vietnamese part-time legal analysts (consultants) with a focus on official development assistance (ODA) to provide services on both giving advice on receiving project approvals in Vietnam, as well as building and maintaining relationships with partners in the government to support projects implementation.

Key Responsibilities
Based in Hanoi, the selected Part-time Legal Analysts (Consultants) will work in close collaboration with, and report to the FSSP Manager, in cooperation with GAC’s development assistance section based at the Embassy of Canada in Vietnam, may be required to travel locally and is responsible for the following tasks including, but not limited to:

  • Provide legal and policy advice to the development assistance section and implementing partners on Vietnamese law relating to development projects and their operations. This includes, but is not limited to: providing advice and recommended approaches for implementing partners to seek and obtain project approvals from the Government of Vietnam (GoV); providing advice and recommended approaches on interpretation of GoV regulatory framework, including adherence to policies and guidelines for development programming based on existing and new best practices; providing advice and recommended approaches to taxation related questions; evaluating legal issues relevant to Canada’s development program in Vietnam and/or specific projects; providing advice on adherence or alignment with new laws or reforms to implement development programming.
  • Build and maintain networks at the leadership and operational levels of key GoV agencies related to projects approvals. Support connections and dialogue between the Embassy of Canada and development implementing partners with GoV agencies to support consistent and efficient processes for project approvals. This may require advising the Embassy of Canada and implementing partners on applicable regulations and key interlocutors at GoV for project approvals, and ensuring programs, priorities, and GAC internal processes are clearly explained to key interlocutors within GoV agencies, at national and local levels.
  • Attend meetings and interact with GoV counterparts and other donors regarding legal issues, particularly relating to Official Development Assistance (ODA), and report back to the Embassy of Canada on relevant developments including new policy changes relating to ODA or relevant legal issues.
  • Provide any other related services, as required.
    Expected Deliverables
    The deliverables will be various, including reports on situation and policy analysis, technical guidance, attending meetings, workshops and monitoring field visits, based on program needs and involving legal issues across a range of subject areas, such as but not limited to:
  • Environment and climate change;
  • Inclusive governance;
  • Agriculture, including climate-smart agriculture;
  • SMEs and cooperative development;
  • Ethnic minorities and other vulnerable groups;
  • Public Private Partnerships (infrastructure);
  • Labour issues (women in the workforce);
  • Women’s economic empowerment;
  • Public Financial Management;
  • Legal training and access to justice;
  • Post-secondary education, training and skills development; and
  • Banking and financial sectors.
    Duration, Level of Effort and Expected travel
    Duration of the initial consultancy is to March 31, 2026, with an Estimated Level of Effort (LoE) of up to some days per month. Tasks and assignments will be identified by GAC as far in advance as is practicable and possible.  However, a significant portion of the workload may be requisitioned on short notice and will require timely responses. The post will be home-based, local travel will be on an as required basis. The consultancy is renewable based on assessment of quality of work, GAC’s demand and available budget.

    Academic Qualifications and Experience:
    Mandatory:
    Education
  • Advanced degrees in Law, Social Sciences, Politics, Economics, International Development or a related discipline.Experience
  • Minimum of 10 years of working experience in international assistance, official development assistance policy and programming in Vietnam, and/or legal affairs in Vietnam.
  • Demonstrated practical knowledge and is aware of existing and new laws and regulations in Vietnam, in particular, those relating to official development assistance and ministries working on environment, climate, economic development, justice, investment and trade, and public administration in Vietnam.
  • Demonstrated experience in the delivery of technical assistance to governmental agencies and/or international organizations related to project approvals in Vietnam, building and maintaining relationships with government partners to support projects implementation, improvement of legal and regulatory frameworks, development of institutional capacity and coordination, etc.
  • Maintains contacts with a network of legal professionals, such as members of the bar and judicial officials, to keep up to date on matters of local law and government reforms.
  • Willing to gain familiarity with Canadian laws relevant to official development assistance, and financial instruments used by the Government of Canada to administer development assistance. Pre-existing familiarity with Canada and/or other international development partners projects in Vietnam would be considered an asset.
  • Knowledge of social and economic challenges facing women in Vietnam and experience demonstrating approaches to address gender issues at policy, program and project level.
  • Experience working with diversified stakeholders (GoV, CSOs, private sector and other development partners);
  • Fluency in English is required.Desirable:
  • Experience working with international development assistance organizations;
  • Knowledge of the GAC’s Feminist International Assistance Policy (FIAP), Indo-Pacific Strategy (IPS), Canada’s approach to results-based-management; and policy making processes in Vietnam;
  • Strong analytical and critical thinking, research, communication and report writing skills proven through track record or published papers;
  • Able to work effectively in a dynamic team environment (working both independently and as part of a small team).
  • Additional training completed in the last 10 years in one of the fields of project management, international development, results-based management, capacity building approaches (considered an asset).
