Job Description

The project “Innovations for Climate-smart Urban Development (INCLUDE)” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It is designed to foster climate-smart urban development in Bangladesh through innovative, locally led solutions in the municipalities of Sirajganj, Gaibandha, Chapainawabganj, and Charghat. The project facilitates the development and implementation of small-scale, innovative measures to improve climate resilience in those municipalities The methodological framework to develop and implement innovative ideas is the so called “Innovation Lab Process”. The tasks to be performed by the contractor for this tender is the refinement and implementation of 12 already selected ideas, with a focus on digital solutions and gender equality and inclusion. Ideas will be further developed and implemented through
workshops, co-creation formats, and community-driven solutions with support to iterative design, prototyping, user testing, and scaling strategies, ensuring their quality, sustainability, and scalability to finally implement them.

MAIN TASKS

  • Take overall responsibility for the Helvetas’ advisory packages, ensuring timely and quality
    delivery of the work by the experts
  • Ensuring the coherence and complementarity of the services with other services delivered by the INCLUDE project at local and national level
  • Clear communication on work progress and potential issues and escalation instance
  • Staff recruitment and management of the Assignment Management Officer (AMO) based in Bangladesh
  • Ensuring correct invoicing workflow and reporting
  • Overseeing the assignment budget, ensuring that expenses are tracked, and that the assignment remains within financial constraints.
  • Responsibility for checking the use of funds and financial planning can be delegated to the AMO in consultation with the officer responsible for the commission at GIZ

YOUR QUALIFICATIONS

· Education/ Training: University degree (‘master’s or German Diploma’) in
Public Administration and Governance, Urban Development, MBA, or other relevant fields

· Languages: Knowledge of English, C1 in the Common European Framework of Reference for Languages

· General professional experience: 15 years in total, of which 8 years of professional experience in the sector of Public Administration and Governance and 7 years in Urban Development

· Leadership/management experience: 10 years of management experience in projects, companies or other organisations with disciplinary leadership responsibility for 8 people, or managing a short-term expert pool with annual budget responsibility for 200,000.00 EUR.

· International professional experience outside the country/region of assignment: 10 years of professional work experience in the Organisation for Economic Co-operation and Development (OECD) member states

· Development cooperation (DC) experience: 10 years of experience working in DC projects
