About the Australia–PNG Law and Justice Partnership (APLJ)

DT Global, on behalf of Australia’s Department of Foreign Affairs and Trade (DFAT), is delivering the Australia–PNG Law and Justice Partnership (APLJ). APLJ strengthens PNG’s law and justice sector to deliver inclusive, safe, secure, and accountable services, underpinning peaceful, prosperous communities and equitable economic growth.


The Role


The Deputy Team Leader provides day-to-day leadership and management support to the Team Leader in delivering APLJ. As second-in-command, you will oversee internal operations—finance, procurement, HR, risk and security—drive MERLA, GEDSI and safeguarding integration, and manage the Partners Fund. You will mentor the technical team, strengthen systems and processes, and act as Officer-in-Charge in the Team Leader’s absence to ensure smooth, compliant and adaptive program delivery.

Key Responsibilities:

Leadership & Strategy

· Act as Officer-in-Charge in the Team Leader’s absence

· Support preparation of strategic reports, donor briefings and program updates

· Mentor and coach technical directors and emerging leaders

Operations, People & Culture, Security

· Co-develop and implement organisational policies for finance, procurement, HR, risk and security

· Oversee recruitment, staff development, wellbeing and compliance with labour regulations

· Collaborate with the Security Officer on risk assessments, incident management and travel security

Monitoring, Evaluation, Research, Learning & Adaptation (MERLA)

· Support implementation of the MERLA Plan and maintenance of performance databases

· Draft or review research, evaluation and lessons-learned reports

· Facilitate adaptive management processes using evidence and lessons learned

GEDSI & Safeguarding

· Integrate Gender Equality, Disability & Social Inclusion across programs

· Oversee implementation of Child Protection, SEA/SH and safeguarding policies

Partners Fund Management

  • Lead grant design and contracting processes under the APLJ Partners Fund
  • Ensure partner compliance with DFAT and DT Global requirements throughout the grant lifecycle
  • Coordinate with finance and MERLA teams on partner performance and financial reporting

Systems Strengthening

  • Identify and lead improvements to program delivery systems and processes
  • Work with technical teams to integrate learning into day-to-day delivery

About You

  • Tertiary qualification in public administration, development, law or related field
  • ≥10 years’ senior management experience in complex, multi-sector development programmes
  • Proven ability to develop and implement operational policies and systems (finance, procurement, HR, risk)
  • Strong grant-making or partnership management experience (due diligence, compliance, reporting)
  • Demonstrated risk management and safeguarding skills
  • Excellent interpersonal and cross-cultural communication skills

Desirable

  • Experience in monitoring, evaluation and learning frameworks
  • Track record in mainstreaming GEDSI approaches
  • Prior work experience in PNG or similar contexts
  • Understanding of DFAT systems, policies and donor reporting requirements
