Program Background

The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role

The Justice and Security Lead will provide oversight over the development of engagement strategies and implementation for the justice and security reform priorities of AIPJ3 as well as provide technical and partnership support to the senior leadership team, working closely with the Team Leader. 
As an experienced Indonesian practitioner in the sector, the lead will play a key role in the maintenance of networks within Indonesia and Australia, with a well-developed understanding of justice and security institutions across both countries, and work in a collegiate and complementary way with the Team Leader and other Leads. The role will be responsible for working closely with their relevant GOI counterparts supporting priority reform agendas and coordinating justice and security reform priorities with relevant stakeholders, including GOI, Government of Australia (GOA), and non-governmental organizations to identify and address challenges together, strengthening existing relationships and forging new ones as necessary. 
The maintenance of relationships and networks across the sector will be an integral part of the role and achieving shared understandings of the concepts of laws through jointly planned engagement strategies will form the backbone of long-term reform sustainability. The Lead will be able to ensure DFAT and Bappenas are able to engage meaningfully with key decision makers in the sector.
The Lead will bring a proven record in overcoming complex longer term and immediate challenges in justice and security sector reform and apply innovative approaches to problem solving, backed by strong technical understanding and capacity to advise both Governments.

About You

Specific Responsibilities
Strategic Leadership and Governance

  • Lead within the team on analysis of issues facing the justice and security sector and delivery of engagement strategies for transparency and accountability, criminal justice reform, commercial case reform, and PVE and transnational crime. 
  • Provide oversight and mentoring to Strategy Managers and ensure that plans and budgets are well presented and consistent with AIPJ3’s operations and compliance standards. 
  • Contribute to the AIPJ3 Ways of Working Agreement and ensure consistency in its application.
  • Participate actively as a member of the PVE and Transnational Crime Working Group.
  • Provide ongoing strategic advice to DFAT and Bappenas on progress, risks and adaptations required.

Program Development and Oversight

  • Identify and contribute to best practice in partnership development and share lessons from other contexts with team members, partners and stakeholders within AIPJ3.
  • Design justice and security reform activities and provide critical analysis on partner proposals feeding into the annual workplan. 
  • Broker partnerships with justice and security ministries, civil society organisations and other donor funded programs to pursue and promote a coordinated approach to justice sector reform initiatives and priorities. 
  • Oversee and support strategic partners within the AIPJ3 team to develop coalition building approaches to improve justice law reforms and ensure an integrated response.
  • Establish and maintain positive working relationships with relevant GOA agencies in coordination with counterpart agencies in Indonesia. 
  • Provide regular briefings to the Team Leader and DFAT, complete with technical analysis, reviews and recommendations. 
  • Manage identified and emerging risks associated with work delivered under the justice and security priorities. 
  • Actively contribute to broader team planning, annual workplans, Gender Equality, Disability Equity, and Social Inclusion (GEDSI), climate change and Monitoring, Evaluation, and Learning (MEL) functions to promote synergy and consistency. 
  • Identify opportunities for knowledge sharing within Indonesia and regionally, as well as between Australia and Indonesia through government-to-government mechanisms. 
  • Provide logistical and administrative support to the team and maintain oversight of Strategy Managers within their team. 

Support the team through mentoring, learning and creative problem solving to ensure the team is client focused and responsive.

Operational Excellence and Compliance

  • Working closely with the Team Leader, Operations and Partnerships Lead, and DT Global Contractor Representative, ensure that delivery of security and justice activities under AIPJ3 are financially and operationally compliant. 
  • Support the Equity Lead to extend safeguarding into all partnerships and contribute to monitoring and resolution of any reported incidents. 
  • Identify, assess, and mitigate risks due to changes in context, personnel or partner priorities or behaviors and inform DFAT’s broader risk management framework. 
  • Other agreed responsibilities as reasonably assigned by the Team Leader.


Selection Criteria
Essential Experience and Knowledge

  • Postgraduate qualifications in Law and Justice or a related discipline with a minimum of 12 years of working experience in the areas of expertise.
  • Outstanding leadership and teamwork skills, with the ability to work collegiately as part of a Senior Management Team, support experienced Managers to achieve results and develop personally, and contribute ideas across the Partnership
  • Sound understanding of governance and management principles within an international development partnership and demonstrated political judgement 
  • Demonstrated capacity to represent programs through presentations, speeches and official engagements
  • Practical experience and technical understanding of Indonesia’s justice and security priorities and working with/for GOI ministries within relevant areas, including a keen sense of risk management. 
  • Practical understanding of Australian Government agencies and institutions in the Justice and Security sector. 
  • Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients and officials. 
  • Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to build effective relationships and communicate in a cross-cultural context.
