Program Background
The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Strategic Communications Manager will lead in the development and implementation of AIPJ3’s Strategic Communications and Public Diplomacy Strategy, positioning AIPJ3 as a thought leader in justice and security reform and amplifying the program’s influence, visibility, and impact in line with DFAT’s public diplomacy priorities and approaches. The role works closely with the Quality and Learning Lead to ensure high quality communications products, briefings, and policy advice delivered to DFAT and partners remain responsive to their respective priorities. The position will oversee the Strategic Communications Team comprising of a Communications Coordinator, Public Diplomacy Officer, and Digital Content Officer, ensuring the development of high-quality, audience-focused knowledge products and campaigns that demonstrate the program’s contributions to supporting GOI leadership in justice and security reforms. In addition to spearheading AIPJ3’s public diplomacy, knowledge products, and strategic communications efforts, the Strategic Communications Manager will also help foster meaningful partnerships with key program stakeholders and support the identification of cross-program collaboration through communications and public diplomacy efforts.

About You

Specific Responsibilities

  • Develop and oversee the implementation of AIPJ3’s Strategic Communications Strategy and update annually, ensuring it is responsive to Indonesia’s political and media landscape, aligned with DFAT and GOI priorities, and supports AIPJ3’s overall strategic direction and reform outcomes.
  • Analyze political, policy, and media trends to inform communication priorities and messaging strategies, ensuring communications are evidence-based, timely, and positioned to influence key stakeholders and broader public discourse.
  • Position AIPJ3 as a thought leader in justice and security reform by leading the production of high-quality knowledge products and thought pieces, and by identifying strategic opportunities to contribute to public and policy discussions.
  • Delivery of public diplomacy, strategic communications, and knowledge products, using a variety of media and methods including social and traditional media, articles and think pieces, and engaging with local influencers and groups, ensuring consistent, compelling narratives are delivered through a diverse range of platforms.
  • Contribute to the development of effective communication with DFAT, reflecting agreed roles and responsibilities.
  • Coordinate closely with DFAT’s Public Diplomacy team to ensure alignment with DFAT’s public diplomacy priorities and develop targeted activities and media releases to promote the visibility of the Australian Embassy and AIPJ3’s work.
  • Coordinate closely with the MEL Team, under the guidance of the Quality and Learning Lead, to identify achievements, data and lessons learnt that can be formulated into communication and knowledge products, to highlight and disseminate the performance narrative of the program.
  • Coordinate closely with the Operations and Partnerships Lead to strengthen the communications capacity of AIPJ3 partners, by supporting them to tailor messages for different audiences, amplify their advocacy efforts, and improve the visibility of reforms supported by AIPJ3.
  • Support the outreach to international and domestic higher education institutions for two-way knowledge sharing and dissemination of research and knowledge products.  
  • Identify, cultivate, and manage strategic alliances and collaborations with local and international media, civil society networks, academic institutions, and development partners to amplify AIPJ3’s communication reach, enhance the impact of messaging, and foster shared narratives that support law and justice reforms.
  • Network, facilitate and encourage a collaborative and sharing mindset within AIPJ3 and amongst its partners.
  • Lead the strategic management of AIPJ3’s digital presence, ensuring coordinated, engaging, and high-impact use of AIPJ3’s website, digital storytelling, and other multimedia content to reach diverse audiences.
  • Coordinate the production of communication and knowledge products, milestone reports, merchandise and/or events, liaising with external designers, formatters, writers, and printing companies, ensuring all AIPJ3 products and signage at events are compliant with agreed branding and child protection guidelines.
  • Proactively identify and manage reputational and communications risks, ensuring timely mitigation strategies are in place to protect the program’s credibility, build trust with stakeholders, and support informed decision-making.

Selection Criteria
Essential Experience and Knowledge

  • Master’s degree or higher in related field (Mass Communication, Journalism, Public Information, Public Relations, or similar).
  • Minimum of 10 years’ experience with a proven track record in implementing communications on international development programs (preferably DFAT-funded programs), including the use of various tools that enhance organizational profile and achieve strategic objectives. 
  • Strong interpersonal and negotiation skills, including experience liaising with a broad range of stakeholders, from government stakeholders at national and subnational levels through to civil society organisations and academia. 
  • Excellent verbal and written communication skills in English and Bahasa Indonesia. 
  • Flexibility, creativity, and ability to maintain a rapid and demanding pace of work. 
  • Experience in building the capacity of staff and stakeholders through training and mentoring on strategic communications. 
  • Strong media network with media management experience with proven track record. 
  • Ability to leverage multimedia platforms and visual products (e.g., photos, videos) for effective storytelling and audience engagement. 

Desirable

  • Experience in close coordination with government counterparts.
  • Knowledge of DFAT communications guidelines.
