Program Background
The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Equity Lead will provide full strategic oversight for AIPJ3’s Gender Equality, Disability Equity and Social Inclusion (GEDSI) objectives and outcomes, including the development of the GEDSI strategy and implementation of GEDSI at the program and activity level. This role will be part of our senior leadership team and will be responsible for ensuring that GEDSI remains a high priority across program planning and decision-making, and that the women in leadership agenda is prominently and intelligently advocated with senior officials. The Lead will manage our dedicated Justice for Women and Girls Strategy Manager and Justice for People with Disabilities Strategy Manager, and be advised by our Senior Disability Adviser, who will be a person with a disability. The Lead will provide specialist advice and support all Strategy Managers to mainstream GEDSI throughout their work. The role will be responsible for the development of innovative and creative GEDSI training, tools and support to ensure GEDSI is integrated effectively across all phases of the activity design cycle, including design, delivery and Monitoring, Evaluation and Learning (MEL). The Equity Lead will be responsible for cultivating and maintaining robust networks with GEDSI focused organizations to support a coordinated approach and exploring the efficacy of coalitions, networks and partnerships.

About You

Specific Responsibilities


Leadership on GEDSI

  • Take the lead responsibility within AIPJ3 for promoting, setting indicators and tracking progress in increasing the participation and leadership of women in the justice and security sectors, engaging closely with the Australian Courts, Government of Australia (GOA) and GOI partners and other relevant stakeholders.
  • Lead and guide the Equity Team, including providing day-to-day guidance, performance management, and mentoring to the Justice for Women and Girls and GEDSI Strategy Manager and Justice for People with Disabilities Strategy Manager. 
  • Contribute actively as part of the senior leadership team on the governance, reporting and monitoring of AIPJ3 activities in relation to GEDSI.

GEDSI Analysis and Strategy Development

  • Taking into account justice and security priorities, develop and deliver the GEDSI strategy for AIPJ3, including the design of an initial overarching GEDSI analysis, followed by continued monitoring and adaptation of the GEDSI strategy.  
  • Undertake GEDSI analysis for each activity to identify key GEDSI areas to be addressed relevant to activity priorities and outcomes and work with Strategy Managers and MEL team to ensure GEDSI is reflected in each Engagement Strategy 


Activity Design for GEDSI Specific Activities

  • Support Strategy Managers to mainstream GEDSI into their activities and review activity designs from a GEDSI perspective

GEDSI Training Development and Delivery

  • Deliver training on safeguarding and GEDSI to government partner agencies and other AIPJ3 partners, including CSOs, through co-designed approaches. 
    Supporting Government Partners
  • Support GOI agencies to implement GEDSI across regulations, guidance, and plans. This would include providing guidance in the development of regional plans to implement the National Action Plan for Disabilities, and Inclusive Court Implementation Plans. 
  • Develop GEDSI tools and products to support all partners in the integration of GEDSI within their activities. 
  • Supporting agencies to develop effective GEDSI tracking indicators for inclusive policy development, this could include monitoring of inclusive access to justice and implementation of the Disability Law. 
  • Organise and facilitate events and forums to enhance GEDSI integration across the justice and security sector in Indonesia. Position AIPJ3 as a GEDSI ‘thought partner’ to GOI ministries and establish opportunities for engagement with the program.
  • Broker partnerships with GOA agencies, justice and security ministries, civil society organisations and other donor funded programs to pursue and promote GEDSI, drawing on other investments and priorities to enhance the impact of any AIPJ3 activity.
  • Evaluate, along with other team members, the efficiency, effectiveness and sustainability of partnerships in supporting GEDSI outcomes. 
  • Other agreed responsibilities as reasonably assigned by the Team Leader.

Selection Criteria
Essential Experience and Knowledge

  • Postgraduate qualifications in social sciences, law, public policy, or another related discipline with a minimum of 12 years of working experience.
  • Experience of the justice and security sector reform and demonstrated achievement in working through key GEDSI issues facing the sector
  • Relevant experience in the areas of GEDSI programming, systems, frameworks and indicator tracking and a record of achieving GEDSI outcomes. 
  • Practical experience and technical understanding of GEDSI considerations implementing activities in Indonesia and a track record in influencing policy and organizational change in GOI ministries on relevant areas
  • Strong understanding of social norms, intersectionality, disability discrimination and inherent gender biases and approaches to address and overcome these.
  • Excellent communication and teamwork skills, with the ability to build good relations, both within the team and externally. 
  • Strong engagement skills with a wide range of government, civil society organisations, and other donor organisations; and a demonstrated ability to effectively communicate in a cross-cultural context. 
  • Demonstrated strong analytical and writing skills and experience preparing high-level communication products for stakeholders, clients and officials. 
  • Expertise in facilitating, organising and presenting at events and training to a range of different stakeholders, including government, civil society organisations, donors, and justice and security ministries. 
  • Understanding of barriers to the participation and leadership of women in the justice and security sector in Indonesia.
