Program Background
The Australia Indonesia Partnership for Justice Phase 3 (AIPJ3) is a five-year, A$63 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GOI) to support advancement of its priority law and justice reforms. Building on previous phases, AIPJ3 will support partners to deliver activities against agreed policy priorities, while maintaining flexibility to respond to emerging needs and opportunities. The program focuses on seven policy priorities that are important to Australia and Indonesia: accountability and transparency, criminal justice reform, preventing violent extremism, transnational crime cooperation, commercial law, access to justice, and women’s leadership.

The Role
The Partnerships and Operations Lead will provide strategic leadership in the development and execution of AIPJ3’s partnership and operations frameworks, supporting GOI, Government of Australia (GOA) and non-government partners to work collaboratively on agreed reform priorities. The Lead will maintain a strategic focus as a partnership broker within AIPJ3, driving the development of innovative partnership strategies that foster meaningful, high-level collaboration with government, civil society, academia, and private sector stakeholders. They will remain sharply focused on partnerships quality and will be responsible for reporting on the AIPJ3 End of Program Outcome relating to partnerships. In addition, the Lead will oversee operational excellence and compliance, working closely with the DT Global Contractor Representative and overseeing the AIPJ3 Finance Manager, HR & Office Manager, and Grants & Contracts Manager, to ensure that AIPJ3’s operations support is robust and aligns with its partnership approach.
The creation of this position reinforces the importance of relationship management, creative problem solving, and ongoing process improvement. The Lead will support the development of ways of working with DFAT, Bappenas and program partners and play a constructive role in the development of Engagement Strategies, ensuring clarity and sustainability. The Partnerships and Operations Lead will play the role of Secretary to the Partnership Management Committee, documenting records of decisions, and will play a key role in organizing Partnership Boards and partnership events. The Lead will work with relevant team members to monitor the quality of other working groups, such as the Preventing Violent Extremism (PVE) and Transnational Crime Working Group, ensuring consistency with ways of working and transparent decision making. Reporting to the AIPJ3 Team Leader, and working in close coordination with the DT Global Contractor Representative, the Lead is accountable for overseeing compliance with DT Global and DFAT policies, values, and performance standards, including strategic risk management.
