We are seeking a Short Term Adviser: Legal Consultant for Drafting Mining Regulations to join our team in SEAG2G program. Program Background

The Southeast Asia and Australia Government-to-Government Partnerships program (SEAG2G) aims to deepen institutional relationships between Australia and Southeast Asia in alignment with Australia’s International Development Policy.

SEAG2G supports Australian agencies to engage with their Southeast Asian counterparts across four thematic priorities:

  • Climate Change and Energy Transition,
  • Education and Skills,
  • Sustainable Agriculture and Food Security, and
  • Effective and Inclusive Public Institutions.

SEAG2G is led by the Australian Department of Foreign Affairs and Trade (DFAT’s) Office of Southeast Asia, with DT Global as the managing contractor.


The Role

The Consultant will be contracted by the DT Global SEAG2G program, with oversight from the Timor Sea Branch, Oil and Gas Division within the Australian Department of Industry Science and Resources (DISR) and will be supporting the Autoridade Nacional dos Minerais (ANM), the regulatory authority mandated to oversee mineral resource management and ensure compliance with mining-related legislation in the Democratic Republic of Timor-Leste.

The objective of the consultancy is to provide legal expertise in the drafting of a comprehensive Mining Regulation aligned with the Mining Code, incorporating international standards, and ensuring enforcement, coherence, and institutional compatibility.

The consultant shall be responsible for the following tasks:

a) Draft auxiliary regulations based on the Mining Code, covering:

  • General provision of health and safety.
  • General rules of health and safety.
  • Specific rules of open pit mines / surface mines.
  • Specific rules of underground mines / sub-surface mines.
  • Specific rules of placer mines.
  • Provision of explosive use.

b) Present the draft to ANM and revise based on comments.

c) Provide technical support until the regulation is approved.

About You

To be successful, you will have the following:

  • Master’s degree in Law (LL.M) with specialisation in mining, administrative, or environmental law
  • Minimum of 10 years of demonstrable professional legal experience in drafting mining legislation and regulations
  • Excellent legal drafting, analytical, and communication skills (written and oral)
  • Proven track record in drafting laws or regulations in civil law systems
  • Familiarity with international standards including IGF Mining Policy Framework, EITI, and ILO conventions
  • Strong command of legal English
  • Commitment to advancing gender equality, disability equity and rights, and social inclusion
  • Familiarity with the legal and regulatory context of Timor-Leste (an advantage)
  • Experience working in Timor Leste (desirable)
  • Understanding of the Timorese and/or Portuguese legal frameworks (desirable)
  • Demonstrated experience in drafting frameworks that safeguard environmental integrity and community rights; support good governance, sustainable resource development, and align with international standards (desirable)
